The Attorneys Generals of five states (West Virginia, Florida, Massachusetts, Mississippi and Louisiana) have reached this settlement with Liggett & Myers, a tobacco manufacturer.  The settlement ends litigation which sought to recover health care costs and Medicaid costs incurred by state citizens and governments due to cigarette smoking.  Although Liggett has only a 2% market share in domestic tobacco products, the settlement would also apply to RJR Nabisco's tobacco products division if Liggett's management team is successful in their proxy fight for control of the RJR board.
